You will need a fairly large changing bag for carrying all the items needed for your twin babies. I wouldn’t normally say this because I love bags but for these purposes do not be persuaded by a bag just because it looks nice or because it matches your twin pushchair/stroller! You really need something practical and easy to carry.
When purchasing a changing bag for twins you need to ensure it is large enough to carry the essentials for your babies.

As you can see from the list above you are going to be carrying quite a bit of baby stuff for your twins so it’s a good idea to choose a bag that can either fit across your body or go for a back pack leaving your hands free to carry your babies. You do not want the weight of such bag on one shoulder.
My tip would be only to pack what you need and if you are only out for a short time then empty your bag accordingly. You do not want to feel like you are going away for a weekend when taking a short trip to the shops.
Also look for a bag that has good lining so that any spillages from bottles or food containers can be kept in the one compartment without leaking on to your spare clothes and nappies.
